The short answer and the honest answer

The short answer: the official processing term at OCPI — the county Office of Cadastre and Land Registration — for a first registration is 15 working days, and it is one of the few services where paying the urgency tariff buys you nothing: under the term schedule in force since August 2025, first registration carries the same 15 working days in both the normal and the urgent regime. The honest answer: the total calendar, from first contact to holding the land registry extract with your name on it, is typically three to six weeks for a straightforward file — because before OCPI ever sees the case, there is a preparation stage that depends on documents, the town hall, and sometimes a notary.

Anyone promising "registration in a week" is either describing only their own slice of the work or ignoring statutory terms no surveyor and no tariff can compress. What a good surveyor genuinely controls is the other half of the timeline: a complete file, prepared correctly, filed once — because an incomplete file triggers a completion note (referat de completare) from OCPI that effectively stops the clock until answered, and is the single most common reason registrations drag.

Where the time actually goes

Your documents. This is the segment with the widest variation, and the one foreign owners underestimate. A fiscal certificate means a trip to the town hall (we handle it under mandate); replacing a lost deed can take weeks; an unsettled inheritance moves the whole calendar to the notary's office first — Romanian registration cannot record a deceased person or heirs without an inheritance certificate. We review the documents before promising any date, precisely because this stage dominates the total.

The measurement and documentation. Our part. Fieldwork is usually scheduled within days, and the cadastral documentation is drafted in one to three working days once every document is in hand. For clients abroad this stage needs nothing from you but a signed power of attorney.

OCPI. The statutory terms above. The filing day itself does not count, and a completion note pauses everything — one more argument for filing complete. Two things the urgency tariff cannot buy: it does not shorten a first registration at all, and it cannot jump the priority queue — if earlier applications on the same property are pending, yours waits its turn regardless of what you paid.

After registration. Document delivery adds a few days. If a sale follows, the notary orders the blocking authentication extract — issued quickly, but the signing date then depends on the notary office's calendar, not on OCPI.

What can be accelerated — and what cannot

Can be accelerated: preparing documents in parallel (we measure while the fiscal certificate is being issued); the urgency regime on the services where it genuinely shortens the term — registering a transfer of ownership, or the reception of a subdivision, both of which matter when a notary signing or a mortgage drawdown has a date on it; and above all, filing a complete dossier the first time. Cannot be accelerated: a first registration, whose term is identical in both regimes; a pending succession; or another party's prior application on the same property. When someone quotes you a total shorter than the statutory term, ask which of these they plan to skip.

Frequently asked questions

Do the 15 working days apply everywhere in Romania?

Yes — the terms are national, set by ANCPI order, and identical in Alba, Cluj or Bucharest. Practical throughput varies somewhat by county office workload, but the statutory term is the planning number, and the preparation stage before filing, not OCPI, is where calendars usually slip.

Does being abroad slow the process down?

Only at two points: signing the power of attorney (a trip to a notary or Romanian consulate where you live, plus courier time) and gathering any documents only you hold. Everything else runs at the same speed as for a local client, with updates over WhatsApp.

Is the urgency regime worth the extra tariff?

It depends entirely on the service. For a first registration it is worth nothing — the term is the same 15 working days either way. For registering a transfer of ownership it cuts the term from seven working days to two, and for the reception of a subdivision from seven to three, which can matter when a signing or a drawdown is scheduled. What actually changed in the terms recently?

The term schedule was reissued by ANCPI order in August 2025, and the older figures still circulating online — 18 working days normally, 6 in urgency for a first registration — are out of date. The current planning numbers are the ones on this page: 15 working days for first registration in either regime, seven for registering a right, and two working days for an extract requested over the counter.
