When a foreign buyer asks "what does registration cost in Romania", the honest answer is that three unrelated parties charge you, and confusing them is how people end up feeling overcharged by the wrong person.
Ask any quote you receive to separate these three. A quote that folds them into one number is not necessarily dishonest, but you cannot compare it to anything.

"There must be a cadastre tax." There used to be. Registering an unregistered property for the first time is currently exempt from the state tariff — a deliberate policy choice to remove the barrier, since roughly a third of Romanian property is still outside the electronic land book. If someone bills you a "state cadastre tax" for a standard first registration, ask which service code in the tariff annex it corresponds to.
"The free extract must be a limited version." It is not. Since 2025, owners obtain the information extract and the cadastral plan extract on orthophoto free of charge, at the counter and then online through MyEterra; hundreds of thousands are issued that way each month. What you pay for is only the authentication extract, and that one exists to freeze the land book for a signing.
"0.15% of what, exactly?" Of the price declared in the notarial deed, not of the market value, not of our fee, and not of the cadastral value. On a purchase, expect the notary to collect it alongside their own fee and remit it when the deed is filed. If the property has never been registered, you are in the exempt first-registration lane instead — a different track, not a discount.
"Fees must be cheaper in a small county." They are national. OCPI Alba, OCPI Cluj and OCPI Sibiu charge the same for the same service. What genuinely differs between offices is workload, and therefore how long a file waits — which is a scheduling question, not a pricing one.
Most OCPI services have an urgency variant: you pay a supplementary tariff and the processing term falls sharply. It is worth paying whenever a real date depends on it — a signing appointment, a mortgage drawdown, a grant deadline. Two caveats decide whether it is money well spent. First, it buys nothing on a first registration: under the term schedule in force since August 2025, that service carries the same term in the standard and the urgent regime, so paying extra changes only the invoice. Second, it cannot override the priority principle: where earlier applications on the same property are still unresolved, your file waits its turn regardless. Budget separately for items that feel like registry fees but are not: the notarial fee on the deed itself; certified translations and, for documents issued abroad, an apostille; the fiscal certificate from the town hall confirming local taxes are paid (free in many communes, a token charge in others); the inheritance tax of 1% that applies where a succession is settled more than two years after the death; and the urbanism certificate where an operation requires one. None of these reach ANCPI, but all of them reach your bank account, so we list them in every estimate we give.
