A topographic survey (plan topografic) is the scaled technical drawing of a site as it actually is: boundaries, relief with contour lines, buildings, roads, fences, visible utilities, and elevations, all in Romania's official Stereo 70 coordinate system. It is the factual base on which architects, engineers and authorities work.
The detail foreign clients most often miss: for permitting purposes, Romanian authorities require the survey to be received and stamped by OCPI (the county cadastre office) — the so-called viză OCPI. An unstamped drawing, however accurate, is not accepted in a building-permit or feasibility file. Only ANCPI-authorized surveyors can submit surveys for this stamp; we handle the entire cycle, from field work to the stamped plan in your inbox.
Deliverables are tailored to who consumes them. The permit file gets the OCPI-stamped plan at the required scale (typically 1:500 to 1:2000). Your design team gets the working files: DWG/DXF with layered detail, coordinate inventories, and where relevant LandXML or point data for a digital terrain model. PDFs for everyone else. We state accuracy honestly — measurements are made with survey-grade GNSS/RTK receivers and a total station, and for large or complex sites we add drone photogrammetry.
Timeline: field work on a typical site takes a day or less; drawing and quality control a few days; the OCPI reception adds the office's official processing time, which can be shortened with the legal urgency fee. No. The cadastral site plan (PAD) defines the legal parcel for the land book; the topographic survey describes the physical terrain for design and permitting. Projects usually need both, and it is cheapest to commission them together from the same surveyor since the field work overlaps.
There is no universal statutory expiry, but authorities expect the plan to reflect current reality — if the site changes, or years pass, an update will be requested. For active projects we recommend surveying close to the permit submission.

Yes, and it is often the economical first step: we check the coordinate system, the OCPI stamp, the plan against the registered parcel geometry, and spot-measure control points on the ground.
