Foreign developers usually arrive in Romania with the generation side well understood and the evacuation side underestimated. The sequence is fixed and worth learning early. You apply to the distribution operator — or to Transelectrica, the transmission operator, above a certain capacity — and receive an ATR (aviz tehnic de racordare, the technical connection approval). The ATR states the connection point, the technical solution and the connection tariff. The operator has a legal deadline of 30 calendar days from a complete file, and the ATR is valid for 12 months; let it lapse and the process restarts. You then sign the contract de racordare, and only after the works are built and commissioned does the operator issue the certificat de racordare. The framework is ANRE's connection regulation (Order 59/2013, amended most recently by Orders 53/2024 and 20/2025). Throughout, the connection works are paid by you, the applicant.
Here is the part that surprises people: the distance between your site and the connection point is almost never a straight line, and the tariff follows the real route. Overhead or buried, the line detours around buildings, crosses county and communal roads, drops into a valley and climbs out again, and every additional kilometre lands in the connection estimate you settle. Before the network designer can size anything, someone has to walk and measure the corridor. That is the work described on this page, and it is the same measurement your lawyers will later need in order to secure the right to keep a cable on other people's land.
Romanian property is recorded in the carte funciară — the land book, a parcel-based public register administered by ANCPI nationally through county OCPI offices. A summary of any parcel's entries is issued as an extras de carte funciară, the land-book extract, which names the owner and lists mortgages, easements and litigation notes. Your evacuation cable will cross parcels that appear in that register under other people's names, and a cable sitting on someone else's land without a registered right is, to a lender, a defect rather than an asset.
The fix is a servitute de trecere — a right of way, in this case for the cable — agreed with each affected owner, put into a deed by a Romanian notary public (Romania uses the Latin notarial system: the notary authenticates the deed and it is the notary who files it), and then entered against the parcel in the land book at OCPI. That entry is what makes the right enforceable against a future buyer of the land. None of it can start until someone has produced the technical piece: an accurate plan of the strip affected on each individual parcel. We produce exactly that, one drawing per land-book number, from the same corridor survey — so the legal team negotiates with a complete, measured list rather than a guess about who is affected.
Order the corridor survey before signing the connection contract if you can. Developers who measure the real route early either confirm the estimate or discover that the line is 30% longer than the desktop assumption — and that is a number worth knowing while the budget is still a draft.
You receive the corridor site plan at the scale the designer works to (typically 1:500 to 1:1000), the longitudinal profile with chainage and elevations, a coordinate inventory in Stereo 70 — Romania's national projection system, which every Romanian authority and designer expects — and the complete schedule of crossed properties with their land-book numbers. Files come as DWG/DXF, LandXML for the profile, and SHP for GIS teams; we agree the specification with your designer before we mobilize, so nothing needs converting afterwards.
The measurement is not single-use. The same control points serve the setting-out of the trench and pole positions during construction, and the as-built documentation required at commissioning. Keeping one surveyor across all three phases removes the coordinate mismatches that otherwise surface at the worst moment.
